I have noted the details, including the CT scan report.
At present, I agree that surgery may be deferred in view of risks involved with surgery.
However, the CT scan should be repeated after 24 hours or earlier if there is clinical worsening, such as more headache, vomiting, weakness of arm or leg, fits, etc. If the bleeding increases in the brain, surgery may be required to remove it.
As of now, medications to reduce brain swelling, such as mannitol and control of BP is the preferred treatment.

let me know the risk factors of surgery. Is is curable?

Risk factors for surgery include bleeding during surgery, infection after the surgery and paralysis (due to damage to brain).
It can not be completely cured.
However, over time, blood from the affected area of brain will disappear, and the patient can improve with regular exercises and physiotherapy.
