The first thing you should do is to see an urologist to determine the causes of the rashes. Wash your penis with warm water but avoid using soaps and strong chemicals. If needed, circumcision can help in curing the infection. If the rashes are result of chronic infection under the foreskin, proper treatment should be done as per advice of your doctor.
