He seems to be getting folliculitis which is bacterial infection of the hair follicle. Its a common finding in people who get their hair shaved. It happens when during shaving there are micro abrasions which allow the bacteria called staphylococcus to gain entry into the hair follicle.
I would recommend that he apply mupirocin cream before and after shaving and three days post shaving. Also mixing cortisone cream with mupirocin cream inn the day after shaving will help in controlling any inflammation.
This will help in resolving the bumps.

I would first recommend the use of the creams. If it doesn't resolve his infection, then taking antibiotics orally would be necessary. He can apply the creams for five days n see how it helps.
If an antibiotic is needed, doxycycline would help , he would require a prescription for it.
