I understand your concern.
Bleeding after anal sex is not common if done properly with enough foreplay and proper use of lube. However it has already happened in your partner's case and it has been bleeding over a week. It can be due to damage to the anal mucosa during intercourse, and anal mucosa is pretty vascular, hence more prone for bleeding.
You have not mentioned any pain associated in the anal area. That is a good sign. Also the bleeding has reduced and that is another encouraging sign. Ideally i will advise you to get him checked by a general surgeon who can do a per rectal examination and check for traces of bleeding, thereby localizing the spot. But since he may not be comfortable with that, there is no other option than to wait for another 3-4 days by which the bleeding should stop.
I hope your partner is not suffering from constipation? Or has any history of hemorrhoids in his family?
The fact that he smokes and has hypertension also makes the chances of bleeding for persisting longer than usual more. So that's why if you can't take him to a doctor, then he can be at bed rest for the next 3-4 days, make sure he's taking enough dietary fiber so that the stool is soft and also drinks enough water.
Regarding the skin condition, it will be better if you can upload a picture of what you're describing. You can also separately post a specialist query if you feel like, where our panel dermatologist will be able to help you.
