I understand your concern.
You have not mentioned any history, and only uploaded an image. On basis of that, it is very difficult to make a diagnosis. You need to give details of the sexual exposure you had, how did the lesion start, and whether you have similar lesions on your scrotum? Is it associated with any itching?

No itching, I do not even notice it unless I bump it. I have had similar bumps near there in the past and they disappear after a few weeks. I assumed they were ingrown hairs but now not so sure as around the time this one appeared I had flu
like symptoms and burning urination for 3 days.
The painful utination made me think something worse
It didn't look like a watery pus filled blister but more like a boil, that's why I thought ingrown hair.
Yes, it looks more like a folliculitis from the image and not like any STD.
I will recommend the application of Mupirocin ointment 2-3 times daily for 5 days, and this will get better.
Burning urination and flu like symptoms are suggestive of UTI, kindly get your urine analysis done. You may need an antibiotic course for the same.
