I can understand your concern.
I checked the pictures and there are two possible diagnosis
1. Scabies
2. Folliculitis/ Cysts
I would like to know a few things
1. Do the bumps come and go
2. Are they itchy?
3. Do you experience itching anywhere else on the body recently? . If yes then does it increase at night?
4. Are the bumps anywhere else on the body ?
Please let me know so i could come to final diagnosis.

Patient replied :
1. They are present all the time. Over the months there seems to be a slight increase in the amount of Bumps
2. Although the rash is more present after working out/sweating and sometime more in the morning from being hot under the covers, they are not particularly itchy.
3/4 No unordinary rashes or bumps anywhere else on my body. Although I have noticed a little itchyness in the tip of my urethra the past couple days on and off.
I've been researching online, any possibility it could be Molluscum?

Now woth additional history there are two possibilities. Either it is a steatocystoma with small cysts, or it can be molluscum.
Were you exposed to anyone or in close contact with anyone suffering from molluscum?
Molluscum has this typical cystic or watery kind of a feel, persists for months and especially difficult to treat in the scrotal or penile area. Scabies is ruled out since no other body part is involved, so is folliculitis, since it has persisted over months.
Since molluscum is a viral infection, it should self resolve. You need to take a good muti vitamin supplement to boost your immunity, it enhances the speed of recovery and also apply Aloe vera gel to the affected spots. Once you start applying the gel, it will start to dry up in a couple of weeks' time. Maintain local hygiene and keep the area as dry as possible.
There is one more possibility, and it needs physical examination to confirm.
It can also be steatocystoma multiplex in which there are multiple cysts. They do not require any treatment as they are benign but are only of cosmetic concern.
However if one needs to treat it, it would be burning it out.

Do molluscum have accompanied rashes? And what of the itching urethra?

Molluscum do not have accompanied rashes. To me, it looks more like steatocystoma.
However scabies does present with a rash all over the body.
Itching at the tip of the urethra could be related to urinary tract infection. I would recommend a course of oral antibiotics like norfloxacin for it, which will require a prescription from your doctor. Also it would be helpful to drink lots of water and have supplements of vitamin C.
