I can understand your concern.
Penile skin doesn't get loose after application of clotrimazole cream.
However to see if you have a penile infection, i would need to see the lesion. Could you please post a picture.

I have reviewed the images.
It does not look loose, and you can use Clotrimazole, it won't cause any side effects.
However, from the images I could not really spot any whitish spots.

Doctor I don't have any white spots..however it's burning a lot... Do I have a problem of "daad"(in Hindi).. And also skin on my testicles have become little hard and rough
It could be.
From pictures I can't make out any ' daad '
But I would still request you to get it examined by a dermatologist for a conclusive diagnosis.
