I understand your concern.
No this is not scabies. It looks urticaria, which can be secondary to itching due to some irritation from an allergen. It can be a cause of food allergy, dust allergy, or any new product that you have been applying on your skin. Are you allergic to any kind of food? Have you used any new product recently that can cause allergies? Any change in soap?
I will advise you to take Tab. Claritin 10 mg once at bed time for the next 3-5 days. Avoid itching the area as much as you can. You can also apply Histocalamine/ Lactocalamine lotion on the affected area.

No I am not allergic to any type of food. I have changed soaps recently. And I have completely changed my diet since I have gained a lot of weight recently. the only products I use are. Multivitamin and biotin pills.
And are white bumps the same thing aswell?

Yes it is a part of the allergic manifestation. The rash looks typical of urticaria. Once you take the medicine and apply the lotion it will get better.
Please get back to me after a couple of days of using the medicine.
You should also try to locate what is causing the allergy. Sometimes changing soaps can lead to allergy, even some people develop heat rash very frequently if they are exposed to hot and humid conditions.
