First of all the size of penis what you have mentioned is that flaccid or stretched/ Erect ( 8cm) length.
HCG injection can help if your testosterone levels are low. But its better if you take testosterone injections for low testosterone.

Hello, You have to measure the stretched penile length and also take a photograph of erect penis along with scale to help me in deciding the surgery.
