Does negative blood test three months post exposure conclusive?

Resolved Question:

Dear Doctor,
today after three months post exposure but short in two days i guess, i did blood test in Kaiser Hollywood and the result was negative .
is this conclusive ?
regarding the rash he gave me Predensone 10 MG two times a day.
