You seem to be having herpes labialis or cold sores.
You need to treat it with oral intake of antiviral medication called valacyclovir. You will need a prescription for it.
You can apply neosporin cream over it twice a day for a week. This will resolve the lesions.

It seems like herpes, doesn't seem to be anything else.
If you don't have blisters at the time, chances of transmission are low however, the are still chances of transmission as there can be asymptomatic shedding of the virus too.
