Will PRE EJACULATORY FLUID pose pregnancy risk?

Hello. I was wondering if rubbing pre-ejaculatory fluid on a girl's upper inner thigh with your fingers or on their buttock with the penis would pose a pregnancy risk? I've read that pre-ejaculation has little to no sperm in it, especially if one has urinated several times beforehand, which was the case here. I also had showered beforehand and had not ejaculated for at least two days prior to this.

Also, let's say two people are hugging while naked and their genitals touch. Is there a risk of pregnancy if there is pre-ejaculatory fluid on the tip of the penis?

And by the way, no penetrative vaginal intercourse ever took place.

No pregnancy risk is posed by the act described by you.
Pre-ejaculate does contain live sperm, but there was no vaginal intercourse, so there is NO possibility of a pregnancy.
By hugging and touching the genitals externally too, a pregnancy cannot result.

Thanks for the reply to my question!
Now knowing that, I would also like to ask how come vaginal intercourse is the only way to impregnate a girl? I know this probably sounds like a silly question, but I guess I'm just wondering what's different about that than any of the scenarios I described above? Does it have to do with the conditions for the sperm to travel in? Does the sperm/semen have to be deposited high in the vagina and not just the surface? Does the vagina absorb sperm/semen/pre-ejaculation on the surface and take it all the way to where it would otherwise go?
I guess I'm asking because I keep reading these horror stories that some people post online about supposedly getting pregnant without intercourse (and I don't mean artificial insemination, I mean more like during foreplay gone wrong) and I just wanted to put them to rest once and for all.
Sorry for the wordy follow-up, it's just been on my mind quite a bit. Also, I never really had "the talk" as a youngster. :-(

It is a good thing that you want to know about it, because it is good to know facts.
Pregnancy can only occur after vaginal intercourse, because the semen has to travel all the way to the uterus and ovaries which are placed higher up, in order to be able to meet the egg and possibly fertilize it. During ejaculation inside a woman, firstly the force and secondly even the vaginal contractions propel the semen forward. Hence it is able to reach the ovaries and fertilize the viable ovum. So most of your assumptions regarding the issue are true.
So mere hugging with touching of genitals in no way can make anyone pregnant. Even if some amount of semen touches the vagina, it can't move all the way up to the ovaries. Hence nothing happens without intercourse.
