My question is : if he came almost into my anal ( but without penetration) there are any risks or HIV infection?
I don't know if he is affected by HIV

HIV is transmitted sexually through exchange of bodily fluids such as blood and semen. If your sexual partner is positive for HIV, and you feel there was transmission of such fluids then you do have a risk of getting the virus. The reason why HIV is transmitted through anal sex is that there are tiny breakages in your local microvessels which allow for transmission of the virus through fluids.
I would suggest finding out your partner's HIV status if possible, and also getting tested yourself. Make a visit to your primary care practitioner, or any medical facility should be able to administer a rapid test kit for HIV. You can know your status within an hour. Emergency rooms or even Planned Parenthood will be able to do the testing, and the latter at minimal costs. There are excellent drugs on the market and it is should not be as feared as it used to be.
Do not hesitate to proceed with the testing, because if you are infected the earlier you start treatment the better prognosis you have.

ok but we did not have any anal sex ! I know that in case of anal sex there is a high risk but in my case there was not even an initial of penetration !if the semen came close to my anal there is still a risk?

The chances are very low to none if there was no penetration anally.
However, you did not mention if you are male or female? The highest risk of transmission is actually through vaginal intercourse from male to female. Was there vaginal penetration? If not then you are most likely in the clear.
