I have noted your brother's symptoms.
In the initial phase (within first 24-48 hours after the accident), surgery could be useful, in removing the compression over the spinal cord.
In the same period, high dose steroids (Methylprednisolone injections) can be given to reduce the swelling in the spinal cord.
After 48 hours of accident, the most common treatment method is physiotherapy and rehabilitation. This takes several months to 2-3 years to cause improvement.
A new treatment method is stem cell therapy, which is under investigation in some countries.

Patient replied :
It is already 4 days after the accident, the surgery is not yet performed.
I attaching the X-ray, could you please take a look at them and check if he can use his legs in life.
I reports are taken from phone so the are little unclear, the observation is "Antero Listhesis of D7 Over D8".
Reduced inter vertebral space between d7 and d8 noted.
Another report says "Grade III anterolisthesis of D7 over D8 noted with anterior displacement body and cord structure leading to contrusion over cord and myclomalacia changes"

The report confirms damage to the spinal cord due to bone problems in the spine. As I mentioned, surgery would have helped if done on day 1 or 2 after the accident. Now that four days have passed, surgery is unlikely to result in any good benefits.
