This looks like folliculitis which is a bacterial infection of the hair follicle.
Application of neosporin cream twice a day for a week week resolve it. It doesn't look like a STD. You can discontinue the application of hydrocortisone cream.

Do STDs, like herpes, typically form in groups of small blisters and are painful? I'm just wondering.

Herpes presents in the form of fluid filled blisters which are grouped together and are painful.
