These are Fordyce's spots. These are ectopic sebaceous glands and variation of the normal sebaceous glands. They are benign and do not need any treatment.
I would recommend not worrying about it. It's not related to any std.

Thank you, sir. I guess my question would be is it normal for these to become sore and irritated by my pants or sexual activity? I do not wear underwear and have not for 30+ years. What would be causing the pain and irritation now?

Fordyce's spots ate known to get irritated with friction. That's what causing the pain and inflammation.
I would recommend to avoid friction you need to use an underwear.
You can cortisone cream mixed with Mupirocin cream on it twice daily for a week to reduce the irritation n pain that is present right now.
