I am a 26 year old white male, and I just shaved my pubic area with a razor and had a rash break out. I can't tell if it's razor burn/bumps, pimples, or something worse. ... herpes. When i shave my neck similar bumps appear, but not to this degree. Also, 7 years old patientago i was diagnosed with muluscum in the same area, but I thought I was completely over that several years old patientago.
It seems to me from my picture that 90% of the bumps are harmless razor bumps, but the bigger ones, that look like pimples, have me worried.

I can understand your concern.
These are indeed razor bumps. They are caused due to shaving. There are bacteria called staphylococcus which might enter the small abrasions caused by shaving and cause this infection known as folliculitis.
I would recommend application of mupirocin cream or neosporin cream twice a day on the affected areas.
This will help to resolve the rash.
