This is the issue with getting circumcision at an earlier age. Actually due to more erections, the doctors put more sutures prophylactically so that the sutures do not come off easily and it is tight. Sometimes though it can impede the venous obstruction. If it is slight constriction it won't cause any problems, but from the image it does look like the sutures are very tight and the venous flow is blocked to an extent. Please get it examined by the operating surgeon, physical examination can reveal the real status.
