I can understand your concern.
This seems to be fordyce's spots, which are ectopic sebaceous glands. these are oil glands which are benign in nature and are of only cosmetic concern. the whitish film is probably the smegma which is the collection of the secretions.
The fordyce's spots usually do not require treatment, but in case you would want to resolve it, getting your dermatologist to burn them out would be the best option. but the treatment is not always very effective.
In order to prevent accumulation of smegma, its important to clean the area well.

Thanks for your answer.. Im just curious how confident you are in your assessment. These seemed to appear close after encounter all of a sudden. Im just curious if there is anything else it could be.

Thanks for your reply. According to me this is fordyce's spots. I couldnt detect any other pathology in the area.
