No there is no such entity called non drug induced Lupus.
The lupus like reaction or drug induced lupus ( DIL ) can only occur when certain drugs such as Hydralazine or Procainamide are consumed. Mainly the reaction takes place due to differences in drug metabolism and acetylation.
The disease which has similar manifestations to DIL, is SLE ( Systematic Lupus Erythematosus ), also autoimmune and you don't need any drug to trigger it. But it is not called ' Non drug lupus 'in any way.

You are right about the fibromyalgia and CFS part. Their symptoms are pretty much similar with similar causes.
Mostly the patients will have muscle pain, fatigue, memory issues, lack of concentration, e.t.c in CFS/ Fibromyalgia, with elevated CK levels.
When it comes to SLE though, the patients will have extensive symptoms, mostly affecting all the organ systems and even muscles. When it comes to muscles the patients will have fatigue and myalgia all day, but these symptoms are overshadowed by dermatological symptoms such as rashes, vasculitis, purpura, and other organ system symptoms such as chest pain, breathlessness, due to myocarditis, pleural effusion, then the classical butterfly malar rush on the face, e.t.c
Rather drug induced lupus mimics SLE in a lot of different levels.
