I have some strange bruises on my penis for about a week now and they won't go away. They are very itchy and they turn white if I scratch. I'm 26 years old and sexually active.

I can understand your concern.
The redness and the white patches seem to be as a result of yeast infection. when you call it bruises, that means if you give pressure on those lesions, the redness will not temporarily disappear, it will stay as it is.
Does that happen in your case?
i would recommend that you apply clotrimazole cream twice a day on the affected areas and see if it helps.
For the itching, you can take tab. claritin 5 mg once at night.
In case you get no relief in the lesions over three to four days, it would be best to visit a dermatologist.

Thanks a lot for the advice. After applying the clotrimazole cream, I feel better already. I've also taken 5mg of claritin and the itching stopped.
I just wanted to ask what could possibly set off this infection. I take a shower every day; and the body gel and the shampoo that I use have been the same for years. I had multiple sex partners but I always wear a condom. Any ideas?

Yeast infection, is extremely hard to manage, but mostly people with poor local hygiene are predisposed to yeast infection of the genitalia. May be you can change your soap, avoid wearing tight fitting underwear, change your underwear frequently if you are prone to excessive sweating, e.t.c
Sweating is the first reason why patients develop fungal infection in their genitalia.
