Since your test result is negative, you do not have antibodies for HIV.

You could get yourself tested again after three months if you had a recent exposure , as three months is the window period between the exposure and the time for blood tests to be positive for HIV if you are infected.
Usually, HIV tests are repeated after three months of exposure.
Once a test is negative, p24 antigen assay is the other test that you can do to confirm it , however its not mandatory.

No the number indicator is not high.
The levels are due to cross reactivity with other antigens not related to HIV, like viral infections in the past etc.
