You seem to be having an extremely dry xerotic skin.
You will need to keep it will hydrated by using a moisturizing lotion thrice a day.
Also application of hydrocortisone lotion once a day will promote the healing of dry skin.

Why is it both legs and the location of it being ankle to the calf muscle.?
I have the same thing on my chest as well.
also isnt hydrocortisone cream for itching? i dont have itching.

The skin has become so dry that it's eczematous on your legs.
On the chest, it is eczema.
Eczema is inflammation of skin. Hydrocortisone cream is to take care of the inflammation.
If you don't get relief with it then you will need application of stronger steroid creams like clobetasol which will require a prescription.
