Looking at this picture, do you think I have Gynocomastia?

If so, who should I see? I've been taking DIM Complex (http://www.vitacost.com/vitacost-dim-complex-with-broccosinolate-and-vitamin-e-240-capsules) and exercising for sometime, but haven't seen any reduction in my breast size.
Please advice on what I should do.

I understand your concern.
Just by looking at the picture,unfortunately, it's not possible to comment on Gynecomastia.
One has to feel it to differentiate between breast tissue and fat, both may appear same. You need to see an endocrinologist to diagnose it and advice tests, if required. From the picture it looks more like breast fat and less gynecomastia.
A lot of males who are overweight/ obese have some breast fat and hence it needs to be physically examined. Also it is difficult to lose breast fat, it can only be done when substantial amount of body fat is first lost.
