It seems to be a loss of pigment following a rash or a boil. Have you had a rash or a boil in the past in that area on which you applied some creams?
The second possibility is what we refer to as pre vitiligo which means it could be the starting of vitiligo which is a condition where there is a loss of pigment of the skin and can affect widespread areas over the body.
Do you have similar discoloration anywhere else?
The treatment for this would be application of tacrolimus ointment twice a day. You will require a prescription for it.

Thank you for the response. No, I have not previously had any rashes or boils in the past. Also, I do not have similar discoloration anywhere else on my body. Does this ointment restore pigmentation and stop it from spreading?

In my opinion, it seems to be due to a condition known as pre vitiligo. This is a condition where skin loses its pigment, however the tacrolimus ointment will help in restoring the pigment but it may not be able to completely stop the spread and also won't be able to stop the appearance of new lesions elsewhere.
