I can understand your concern.
You seem to be having folliculitis which is a bacterial infection of the skin.
I would recommend application of mupirocin cream twice a day for a week. This should help in resolving the lesions. Also in case of itching, you can take an oral anti histamine like Tablet. Claritin 10 mg, once in the night for a week.

I went to the pharmacy and they said that medicine is prescription only. Does neosporin work as well or will I have no choice but to go to the doctor? What causes this infection?

Neosporin does work, you can surely try that out.
A bacteria called staphylococcus aureus causes this infection. It can happen in conditions of heat and humidity.
