Resolved question:
I had a sore throat for several weeks. At one point it felt like I had something jagged in my throat and I had trouble (not due to pain) with the swallowing function. That soreness has passed (for about a week and a half) but I now have red dots (not raised or painful) on the center of my tongue. The dots are approx. 1/4" or 0.64cm in diameter.
I have been told I have low testosterone about 2 months ago.

I understand your concern.
I can see the red dots which look like minor petechiae. It can appear due to various reasons like vitamin deficiency, low platelet count, and also as a part of pharyngitis.
As of now, since you had sore throat recently, it most likely is due to a strep infection of the throat.
You can try a course of Tab. Augmentin ( Amoxycillin + Clavulunate acid ) 650 mg twice daily for a week. This will help in clearing the residual infection, and we need to observe if the dots subside too.
