The picture shows that you may oral thrush, however, since the picture is a little blurred, it would be difficult to say for sure.
In case , you can send another picture which is a little more clearer , it would be very helpful. Also if you can send a picture of the lesion on your penis, it would enable me to have a look and give my opinion regarding it.
The treatment for oral thrush is oral antifungal medication like fluconazole in single dose. You will require a prescription for it.

Thank you for the response! I tried a second picture, but it is difficult to take pictures inside the throat. Let me know if this is better.
I have a sore throat still, and the penis itch has reduced a bit, but only when I am not wearing pants. If I wear pants it itches at the tip again.
I also sent a picture of the penis. Will I have to see a doctor for the fluconazole prescription?

It does seem that you have oral thrush.
You will need to take a prescription from your doctor for fluconazole.
The penis doesn't seem to have a particular rash, however you can apply clotrimazole cream over it so that any component of yeast infection that may be present, will be taken care of.

I went to the doctor and he did not want to prescribe fluconazole since he said he wasn't oral thrush, instead he gave me 250mg of azithromycin. It's a 5 day dosage. I'm not sure if this will work. I'll check for the clotrimazole cream. Thank you for the response.

I would suggest that you follow the doctor's advice since he could see you in person and would be able to diagnose better rather than seeing a condition in the picture.
