I had bumps on my penis that I believed to be fordyce spots for a while but now I'm not so sure.It also itches at times but im not sure if its the bumps causing this.There are a lot of little small bumps on my shaft and some on my scrotom. how do i get rid of these bumps?

They are not fordyce's spots.
They seem to be milia. Milia is an accumulation of dead skin due to occlusion of sweat duct. It's completely benign and nothing to worry about.
The best treatment for it would be getting it needled out from your dermatologist.

Milia doesn't resolve with any cream or tablet.
Needling it out or burning it off by your dermatologist would be the treatment.
